The way you deam the best rapper alive has way more to do with the content of the lyrics, When Jay was considered the best its because he affected people talked to them told stories that they related too. Thus I'm voting for Eminem his metaphors story telling is on point along with artistic delivery. The only thing thats holding him back was two weak albums Encore and relapse but he bounces back from that with recovery which through storytelling explains his whole life situation at the time.
